- To co-ordinate all cultural and art activities for the students and staff
- To ensure that all cultural and arts activities are consistent with the UTM Cultural Policy
- To make available the necessary cultural and arts instruments.
- To be a member of the Malaysian Public Universities Cultural Council (MAKUM) and carry out all the cultural activities as determined
- To co-operate closely with the state and national cultural councils
- To organise co-curricular cultural and arts classes for students
